Europe: the ISO 50001 certification obligation tightens in 2027
In several European countries, ISO 50001 certification is leaving the voluntary sphere to become a legal obligation for large energy consumers. The deadline is set at 11 October 2027.
European directive 2023/1791 has changed the criterion that triggers energy obligations. It is no longer the size of the company that counts, but actual consumption, measured over the three previous years, across all energy carriers. For executives and energy managers, this shift deserves to be anticipated rather than discovered at audit time.
What the directive sets out precisely
Two average annual consumption thresholds structure the new regime. Above 10 TJ per year, roughly 2.78 GWh, the energy audit becomes mandatory, unless the company already has a certified energy management system. Above 85 TJ, roughly 23.6 GWh, that management system itself becomes mandatory, regardless of any exemption logic. Two dates follow from these thresholds:
- 11 October 2026 for the first audit of the companies concerned
- 11 October 2027 for ISO 50001 certification of companies above 85 TJ
An obligation that replaces a simple option
In most European Union countries, ISO 50001 has until now served as a way out of the mandatory energy audit.
With the transposition of the directive, it becomes a standalone obligation above 85 TJ, whether or not the company seeks an audit exemption.
Compliance that is prepared early
Setting up an energy management system compliant with ISO 50001 takes time.
You need to build a reliable measurement plan, track energy performance indicators over time, install a continuous improvement cycle, and then pass the certification audit carried out by a third-party body. Each step takes several months to build. Companies that start now will reach the 2027 deadline with data already consolidated.
